Currently, you can configure the cha so that users are only able to start a chat with those who share similar criteria (for example, the same department, the same location, the same team). Then you can specify which employees can never be contacted by anyone or which employees can always be reached by anyone.
By using this feature, you can restrict employees from starting chat conversations other than with their direct managers
