Currently, it is not possible to ensure that all recipients receive a chat message, since they can mute their notifications.

By using this feature, admins can target employees in a team chat/channel according to their work status and ensure two main things:

* Push notifications are only sent to necessary employees, even if they are muted.

* Other users will not be disturbed by notifications for messages they should not read
