Permissions: Different group access per feature

The ability to define different group access for the same admin across different features.
Currently, an admin’s group access is applied across all features. This creates limitations when an admin has multiple roles with different responsibilities.
For example, a training manager may need visibility to all users in the Courses feature, but only see their own department in the Schedule.
This makes it difficult to control access properly and can lead to overexposure of data.
