Currently, claimed shifts are automatically published when admins approve them. This can be challenging when working on a draft mode and making changes before dispatching all shifts to employees.

This feature would allow admins to approve claimed shifts in draft mode. This way, admins can make changes to shifts and only publish them when ready.
