Currently, when admins dispatch shifts in the Scheduler, there is no built-in approval process before the shifts are published.

This feature would allow the scheduling admin to mark the schedule as ready for review. A relevant higher-level admin (e.g., area manager) could then review the schedule and approve it for publishing.
